Funding for Church of England VA Schools

For capital building works there are generally two principal forms of funding available to Church of England VA schools.

DFC Funding - This funding is paid by the DCSF to the majority of schools every year in two installments. The majority of DFC money is paid into schools own bank accounts that are held and managed by the diocese. Schools earn interest on DFC money until it is spent. Money must be either allocated to a project or spent within 3 years or the DCSF ask for the money to be returned.

LCVAP Funding - This funding is held by the DCSF, but is allocated to projects by agreement between the Local Authority and the diocese. Projects are prioritised at the start of each year and schemes to be funded are confirmed to the DCSF. Funding forms are then submitted for particular projects to the DCSF and money is drawn down by the schools professional adviser for the project.

Both DFC and LCVAP can be used to provide 90% of the funding for a capital project however in order to unlock this funding 10% of the project cost must be paid from the schools own reserves or revenue budget.

On planning any building project involving DFC or LCVAP expenditure the school should complete and submit a ‘form 1' to the diocese. The form 1 is used to plan expenditure on a project and to ensure funding money is sufficient and properly used.
